Stella Fogleman
Stella Fogleman is the Director of the Emergency Preparedness and Response Division (EPRD) for the Los Angeles County Department of Public Health (DPH) and has been leading readiness activities to prepare for emerging threats and natural disasters as well as acts of biological, radiological, and chemical terrorism for over eleven years. EPRD encompasses several important areas, including Threat Assessment, Policy and Planning, Community Resilience, Emergency Operations, and Finance and Administration.
During the response to the Los Angeles Wildfires in January 2025, Ms. Fogleman served as the Department’s Planning Section Chief, coordinating and organizing the many activities that public health leaders stood up to support impacted communities. During the COVID-19 Pandemic, Ms. Fogleman served as LA County DPH’s Liaison Officer, leading a team of public health professionals focused on engaging with community and business sector partners to ensure implementation of effective protective strategies against COVID-19.
Ms. Fogleman started her career at the LA County Department of Public Health in 2001 as a District Public Health Nurse at the Hollywood-Wilshire Health Center. She then served as an Assistant Program Specialist at the Toxics Epidemiology Program, where she worked with an interdisciplinary team to assess patterns of disease related to toxic agent exposures throughout LA County. Prior to her current role, Ms. Fogleman was the Director of EPRD’s Community Resilience Unit, aimed at increasing community preparedness and resilience among LA County populations. She received her Master of Science in Nursing and Master of Public Health degrees at California State University, Long Beach, where she also received her certification as a Clinical Nurse Specialist in Community Health.
